Cost-sharing is intended to encourage individuals to become better consumers of health care. The thinking goes that, by having some “skin in the game,” consumers will have a financial incentive to use services efficiently and choose lower-cost options when available. But cost-sharing also has a downside because deductibles, copayments, and other cost-sharing obligations that are too high may deter beneficiaries from obtaining the care they need.
