Strengthening the Safety Net: How States Are Using the CCBHC Model to Meet Demand for Crisis Intervention and Stabilization Services

Mental health and substance use disorder (collectively behavioral health) treatment options are continuously evolving, with innovative models emerging to address the growing demand for comprehensive, accessible care. Among these innovative models, Certified Community Behavioral Health Clinic (CCBHCs) have gained significant attention for their holistic approach to behavioral health. Established under the Protecting Access to Medicare Act (PAMA) of 2014, CCBHCs are designed to provide a wide array of specific behavioral health services, either directly or through contracted community partners, to individuals regardless of the individual’s ability to pay. CCBHCs aim to eliminate barriers to accessing and receiving care that individuals may face when experiencing a behavioral health crisis and ensuring those in need receive timely and effective treatment.
