Consumers and lawmakers are engaged in a national debate concerning who is primarily responsible for inflated prescription drug prices in the U.S. Prescription drugs take a complex path from manufacturer to consumer. Pharmacy benefit managers (PBMs) are among the many parties involved in shaping this path and, as prescription drug prices have grown, policy makers and regulators are subjecting PBMs to an increasing level of scrutiny.
